It is probable that the observations I write here and that result from my brief stay in Chile in the winter of 1994 are not new to those who live there, but it is also possible to imagine that in many circumstances we need to hear our own observations made by whom we suppose to be "impartial" , Because he sees things "from the outside". My case is precisely this: Chilean who lives in the exterior. So I hope what I write here can be useful.
