Misurare l’urgenza: quantificazione del rischio e l’individuazione delle priorità

Abstract

In questo testo tratteremo i processi di quantificazione ambientale in atto a partire dagli anni ‘60, per constatare fino a che punto è possibile interpretare l’ informazione in termini di durata e di urgenza. L’enorme interesse contemporaneo alla raccolta dati (quello che oggi si chiama Big Data) sembra aprire orizzonti infiniti all’analisi di una molteplicità di fenomeni socio-economici e ambientali. Allo stesso tempo, i cambiamenti ambientali attuali hanno rimesso nell’ agenda scientifica e politica la nozione di limite, messa in discussione in precedenza. Alcuni vedono i nuovi dati disponibili come una nuova opportunità per meglio identificare i limiti ambientali o di sviluppo. Al contrario, la nozione di limite, in particolare quella di “confini planetari”, sembra provenire da una doppia restrizione, quantitativa (la fine della crescita illimitata) e concettuale (la semplificazione di realtà complesse). Vedremo, comunque, che il limite apre anche alla possibilità di tradurre la molteplicità dei dati ambientali in informazione normativa sugli equilibri fondamentali da preservare e sulle priorità di azione. La prima urgenza è forse la produzione di tale informazione normativa di riferimento per agire in modo pertinente ed efficace in un mondo complesso in trasformazione.
