Leisure activities is a social construct designed to the needs of the times. It is also established as an educational practice in the transition to the adult world where the result is able to link the areas of entertainment with educational seduction. When there are disagreements between these two dimensions (the fun and constructive), may appear times and spaces where leisure activities represent a substantial risk in the evolutionary development of adolescencents. Much more, if they end up overlapping periods to own routines of everyday life. Therefore, positive leisure management gives high importance in the design of city models, in their strategic planning and public policies that support the welfare state.
